2023 EBA Western Chapter Annual Meeting

Please join us for our 2023 Western Chapter Annual Meeting in San Francisco. The event will kick off with a reception on March 1, followed by a full day of educational programs. Topics to be discussed include: interconnection/transmission, WRAP and resource procurement, the water and energy nexus, and regionalization.

9:15 – 10:30: Panel 1: An Update on Western Regionalization Efforts
With the advent of the Western Energy Imbalance Market, the idea of wide-area markets in the West has gone from political fantasy to operational reality. Now, there are multiple markets being considered in the West, as the California ISO has extended the WEIM and recently received its Board and Governing Body approval for an Extended Day Ahead Market. The Southwest Power Pool has initiated its own imbalance market dubbed the Western Energy Imbalance Service and is developing Markets+, an Day Ahead Market option which several utilities are helping develop. Our panel includes representatives from the CAISO, SPP, and Western utilities to discuss the latest developments and how they see market evolution in the West.
10:45 – 12:00: Panel 2: Resource Adequacy in the West – All WRAP’ED Up Or Just Getting Started?
The Western Interconnection faces a looming resource adequacy shortfall in anticipation of upcoming thermal generation retirements and increasing integration of intermittent renewables—all of which are occurring against the backdrop of persistent drought conditions and extreme weather events throughout the region. This panel will explore these issues as well as check-in on recent efforts to formalize a resource adequacy regime outside of a traditional RTO/ISO framework: the Western Resource Adequacy Program (“WRAP”).

1:15 – 2:30: Panel 3: Electrification: Challenges and Opportunities
As efforts ramp up to electrify more sectors of our economy, challenges, opportunities, and a host of other considerations rise to the forefront. How might public policy, energy costs, and technology drive electrification in the future? What type of infrastructure investments are required to address the respective challenges of electrification? How might electrification affect marginalized communities? This panel convenes a diverse set of perspectives to consider these and many other questions.

3:00 – 4:15: Panel 4: Water and Energy Nexus in the West
Water usage has historically been, and remains today, integral to the energy, agriculture, recreational, and economic development in the West. Whether utilized in the course of generating electricity, food and biofuels production, or consumed directly by households, water is subject to multiple competing uses, which are themselves often independently managed and regulated. This panel will explore these important issues and what considerations may be on the horizon for stakeholders.
