About this program:  The Energy Bar Association is pleased to to present a primer on oil pipeline federal regulations.  The goal of this primer is to provide an overview of the federal economic regulation of oil and refined products pipelines. Taught by industry practitioners and regulators from the Federal Energy Regulatory Commission, the course begins with a brief overview of the oil and refined products pipeline industry and then describes key statutes and regulations governing and affecting the transportation of oil and other liquid petroleum products.  Instructors explain important legal and regulatory concepts and requirements, pipeline services, the scope and limits of FERC and state jurisdiction and key issues affecting the industry.

The Houston Chapter is excited to announce that Hon. Colette Honorable of Reed Smith LLP will be the Reception Speaker. She will give her thoughts on the new commissioners and some of the announcements that have come out of FERC recently, with a focus on FERC regulatory uncertainty.  Some hot topics she has been asked to briefly share insights on include:

  • the announcement that FERC will review the 1999 certificate policy statement and its implications
  • The rejection of the Perry's coal subsidy rulemaking attempt--should we expect more of this kind of historically atypical involvement from DOE?

About the EBA Primer Series

One of the goals of the Energy Bar Association’s Strategic Plan is to promote excellence in the practice of energy law by enhancing opportunities for educational programming.  To further this goal, EBA has established a “primer program,” focused on teaching core regulatory and legal concepts and basic industry fundamentals that every energy law practitioner must understand.  The overall goal of this course is to provide attorneys new to the oil and refined products pipeline industry a foundational understanding of the industry and how it is organized and regulated, so they are better equipped to assist clients in this industry.
